CENTRO, INC. RECEIVES EPA CERTIFICATE OF CONFORMANCE

  
North Liberty, IA - March 5, 2009 - Centro, Inc., the largest custom rotational molder in North America headquartered in North Liberty, Iowa, received a Certificate of Conformity from the Environmental Protection Agency (EPA) for their low evaporative fuel tank solution, RotoLoPermŽ.

RotoLoPermŽ is a patent pending, multi-layer tank technology developed by Centro Inc. in 2004. This technology was developed to address evaporative emissions requirements by both the California Air Resources Board (CARB) and the EPA. In addition to the Certificate of Conformity issued by the EPA, Centro Inc. also has Executive Orders from CARB for their RotoLoPermŽ and Liquid Nylon PA6 tanks.

The EPA has recently signed into law new regulations for Off-Road and Marine equipment to reduce the amount of allowable emissions. The EPA regulations will begin affecting evaporative systems for Class I engines & Marine personal watercraft in 2011and Class II & Marine other vessels in 2012 with an Early Conformance program option.

RotoLoPermŽ is a multi-layer process that utilizes an inner and outer layer of crosslink polyethylene with a barrier material in the middle for permeation resistance. Crosslink polyethylene has set the industry standard for its abrasion resistance, low temperature impact properties, moldability and overall value. By itself, crosslink polyethylene does not meet the new evaporative emissions requirements. RotoLoPermŽ was developed by Centro Inc. to combine the superior properties of crosslink polyethylene with a high performance barrier material to achieve low permeation while maintaining all mechanical properties. Additionally, RotoLoPermŽ technology can utilize existing tooling and is available in natural, or pigmented crosslink polyethylene of any color.

RotoLoPermŽ performed exceptionally well under the stringent permeation tests using CE10 fuel. The measured permeation rate of RotoLoPermŽ was significantly lower than EPA's allowable limit of 2.5g/m˛/day when tested at 28°C.

The EPA Certificate of Conformity allows Centro Inc. to provide their patent pending RotoLoPermŽ fuel tanks prior to the effective regulation date of 2011 & 2012. OEM's interested in participating in EPA's Early Conformance program can earn tank-for-tank credits by converting to low emissions applications using RotoLoPermŽ tanks as indicated in EPA regulations 40 CFR 1054.145(e) for Non-road spark ignition equipment and 1045.145(d) for marine equipment.

This can be a highly effective method of distributing the timing of low permeation fuel tank conversions. Upon implementation of the EPA regulations, RotoLoPermŽ will be assigned a Family Emission Limit (FEL) below the applicable standard of 2.5g/m2/day. At that time, OEM's can participate in the Averaging Banking and Trading (ABT) program and bank permeation credits.
